- (1) Baseline — the published 2017-era unfounded rates for the two services in scope, from the original reporting's data tables.
- (2) Current rates — the Statistics Canada founded/unfounded series post-2018, same two services, same definitions.
- (3) Those services' announced reforms (case-review models, advocate review) and whether any published outcomes.
- (4) The connective tissue to this site's core work: unfounded coding is a records decision — a clearance code on a GO file — which makes it FOI-measurable per service, and makes every resident's right to their own file the audit mechanism the reviews never institutionalized.
