The data that does not exist in public.

Everything on this site is built from published decisions — the visible surface. Below that surface sits a layer no public source contains: how many applications were filed, how many settled or were withdrawn, how long each took, and who was represented. This page names precisely what is missing, which institution holds it, and under which statute it is obtainable. These are the gaps our analysis runs into; the requests to close them are drafted and not yet filed, and this page will carry each filing date and each answer — including refusals, which are themselves findings.

Why these five, in this order: the data dictionary converts every later request from "records about X" into "field F for years Y" — collapsing fee estimates and the exemption surface before the substantive asks are filed.
